Dispelling

I'm was thinking of doing a cleric build (i know i should have noticed this by now) but give the high level of dispelling that occurs in nearly every area do the NPCs all cast greater dispell? or Mordor Disj?

What do the boss/high lvl types cast? I know that 25 lvls of cleric used to be the benchmark for being undispellablish but is that still the case?

For this build to stand a chance i would need to be sure that i wasnt going to get morded every 2 mins by NPCS ever 2 seconds.

There aren't very many NPCs who cast mords disjunction.  There are quite a few who cast greater dispelling. 
If you've got 15caster levels, your dispel check is:  15 + 11 vs. 1d20 + 15.  So you're going to lose a buff 45% of the time.  IMO, you can do pretty well with 18-19 caster levels.
